I ran a scan of the subnet to get the MAC addresses and IPs of all the static devices. What I wound up doing, was installing a DHCP router with the ability to reserve IP's by mac. The current DHCP scope was limited to a small range in between a bunch of static, and the device handing that scope out was limited in the ability to configure or reserve/exclude.
